「上がる(rise)」 is an intransitive verb.
「上げる(raise, lift)」 is a transitive verb.

「上げる」は"自分が"物を動かす場合によく使います。
「上がる」は"物が"勝手に動く場合によく使います。
ex: 私は机を持ち上げる。
机は風で持ち上がる。
