in my country they speak some french but they say always moins quart is it natural

I know for sure that in Switzerland, the common way to say it is moins quart and not moins le quart. I believe moins le quart was the normal way but it was shortened to moins quart at some point, because it's quicker and easier. So I would say it's quite normal!
