The correct sign used is the comma when writing ș and ț(The Romanian Institure for Linguistics, 2003).
The cedilla I believe is used for the Turkish writing,but definitely not for Romanian.

If you saw "ușă" written as "uşă" that's just a mistake in writing,you should never do it like that.
