There is another video related to this one and I believe it gives a bit more context. The link is here: https://www.youtube.com/watch?v=VGY8FpFohCU From this link, I listened many times and I think that when the reporter is saying "on Chef" she may be referring to an area in which the woman lives. So, "Chef" could be the name of a street or something. Let me know if this makes sense.
