Because we use 'used to' in two ways.
1. I used to live there. This means I lived there in the past, but do not live there any more.
For example:
Barack Obama used to be President of the USA
Christiano Ronaldo used to play for Manchester United
2. I am used to living there. Means that living there is something normal. I am accustomed to it.
When I started my new job I didn't like the hours. But, now I am used to working at 7am
Before I lived in India I never had curry, but I am used to eating spicy food.
