Pega means like "get", it comes from the verb "pegar". It can also mean to pick or catch something, to grab, among others.

When you say "pega ladrão" you are telling other people to help you get a thief. So it is like saying "catch (the) thief" -> In Portuguese, in this case, you supress the article because "pega ladrão" is the imperative form.

Os brasileiros usam muito "pegar" já em Portugal é mais comum dizermos "apanhar".
