Pega means like "get", it comes from the verb "pegar". It can also mean to pick or catch something, to grab, among others. https://en.wiktionary.org/wiki/pegar When you say "pega ladrão" you are telling other people to help you get a thief. So it is like saying "catch (the) thief" -> In Portuguese, in this case, you supress the article because "pega ladrão" is the imperative form.
