hey guys, several jokes that i don't understand in the tv show Friends. thank you for your help, the scripts are below. the questions are in the answer section below.~:)
Scene 1(S3E15):
Chloe: Hey, what are you guys doing tomorrow night? It's just Issac's D.J.-ing at the Philly. You should come.
Joey: We'll be there.
Chloe: Great. I'll ah, see ya then.
Chandler: All right, 【rock on. (Does the 'Hang 10' sign, then hides his face in shame.) 】
....
Scene 2 (S3E15 ):
Joey: So Pheebs what's this guy like?
Phoebe: Umm, well he's very dashing, y'know, and umm, very, very sophisticated, and he doesn't speak any English, but according to his translator, he totally 【gets me】.

Scene 3 (S3E8):
Ross: Okay, I have a problem I have to go into work for a few hours, some kids messed up the Homo Sapien display.
Joey: What did they do?
Ross: Well, they painted over the word 'Sapien' for one thing, 【then they rearranged the figures】, let's just leave it at that.

It's a common hand sign at concerts from people who are passionate about the music being played.

Q2, if you "get something," it means you understand it. To "get someone" means that you can empathize with another person extraordinarily well. It generally means that the person has gone through a similar situation as you.

Q3, the word "figures" is referring to the models of homo sapiens. The kids who messed with the display changed "homo sapiens" to "homo" and presumably positioned the male models into sexual positions.

When chandler says rock on， Chloe looks at him like he’s crazy and walks away，and chandler also feels shamed and lowers his head, but why？ What’s wrong with rock on? The script says he does the “ 'Hang 10' sign”, what is it?

What does get me mean here？Is it the same as I don’t get her（=i don’t understand her）？
Q3:
I understand that homo sapiens are actually people, and kids covered the word sapien so it would look like homo, which could be confused with homosexual. What i don’t understand is why they rearranged the figures? Figures meaning....?
