What does "spam arms" mean?
None of this will delight cod lovers, climate change deniers and staunch Brexiteers. And especially those who tick all three boxes at once. I like to imagine two of these women, in Huddersfield, right this moment, clad in Union Jack mini-dresses bought off eBay, with home highlights, spam arms and flinty eyes, currently penning a pithy protest song for their YouTube channel rhyming “Evil, stupid Pinnegar” with “Give us back our salt ’n’ vinegar.”

spam is a processed meat that is very pink, pale and blotchy. It is also full of fat.
In England, some people are very pale and have blotchy pink skin. They are sometimes overweight (full of fat) - The reference is spam legs, or spam arms or spam face - depending which area of the body you are describing as blotchy and fat
It is quite an insult someone

I've never seen the phrase "spam arms" before. There is a cheap, fatty, canned meat product called Spam. So, maybe the idea is that these ladies arm's a bit fat. Clearly, it is all part of a picture of these ladies as unlikeable, lower-middle-class ("home highlights," meaning they can't afford to go to a hairdressing to get hair coloring), nationalists.
