What does fetter down mean?
"I hold the firm belief that the schools should focus on a small choice of practical subjects so that the lives of secondary students should not be fettered down by any undue responsibility."

Although it is a little old-fashioned, the word fetter means a chain or restraint, so fettered down as used here means something like weighed down, encumbered or tied down.
