When used as adverb (put before actual verb), both mean "out of a sudden, unprepared", they're the same.
e.g.: 他【突然】站起来跑了出去 = 他【忽然】站起来跑了出去。
天【突然】下起了暴雨 = 天【忽然】下起了暴雨
突然 as adjective, 忽然 cannot.
e.g.: 这是一个【突然的】决定;
突然 as predicate (sort of a verb.), 忽然 cannot.
e.g.: 这起交通事故【太突然】了。
突然 as complement, 忽然 cannot.
e.g.: 这件事情发生得【很突然】。

主要的不同就是“突然”会比“忽然”更强烈一点,更令人意外,更加有突如其来的感觉 : )
