What does that mean exactly?
-Hey, you went off the reservation. I get to be cautious and condescending
for at least a week.
-Thanks for telling on me, by the way.
-Full transparency, zero enabling. Normal is what normal does, right?
-Yeah.

I have not heard "normal is as normal does" before, but "handsome is as handsome does" is a well-known saying that means "true handsomeness (beauty) is based on what you DO, not how you look" or "it is more important to treat people well than to be good-looking." So, maybe the writer is saying "The important thing is to ACT normal, even if you don't FEEL normal on the inside." That interpretation makes some sense because the one guy in this dialogue has been acting abnormally ("going off the reservation").
Going off the reservation means breaking rules or not following the plan that your group/team has agreed upon.
Full transparency means total honesty and not holding any truth back.
Zero enabling means not doing anything that let's another person continue or get away with some bad habit, like drinking too much.
