Hey, nguyen! Everytime you get this suffix "ly" after a noun, like in girLY, it means related to, or with quality of. So in this case, we have - like Mark said right above - too effeminate, related to a girl behaviours or with qualities of a girl. Basically it turns the noun to an adjective. Another examples could be:
Manly = with the qualities of a Man
