Does this phrase mean "hasta luego." I heard it a lot in the Dominican Republic. Thanks.

Es una despedida coloquial. Se usa indistintamente tanto si esas personas han previsto verse más tarde como si no.
Hasta la vista, hasta luego, adiós, hasta más ver, etc.

yes, something similar! "hasta ahorita" it's a diminutive of "hasta ahora", what means see you soon. Literally, until now.
maybe hasta luego is more like see you later.
