Which sentence is correct?
1. Have you been dating with a foreign person?
2. Have you been date with a foreign person?
*I'd like to ask if the person has been in a relation with someone of other country.

Hi Ricardo,
We usually say: "Have you been dating anyone (lately)?" OR "Are you dating someone?"
So, in this case, I would say: Have you been dating a foreigner? OR "Are you dating a foreigner?"

Note: You 'date' someone, and 'go on a date with' someone.

The word 'foreigner' is short for 'foreign person'.
Are you dating a foreigner? (this means now, or currently)
Have you ever been on a date with a foreigner? (at any point in time)
Do you date foreigners? (do you like dating men from other countries?).
