Question 1: Ultimately in Enron the fatal flaw was a sense that brains and wiliness could out-think the way that the system will eventually work.
What does "out-think" mean?
Question 2: We need transparency, and we need to know as Americans what the government is doing in our name so that the surveillance that takes place and the use of that information is democratically accounted for.
What does "account for" mean?

1. out-think means "think better than" . They thought they were smart enough to beat the system. If I out-think you it means I and thinking better than you
2."account for" here means "use properly", The information should be used properly in a democratic way. THis should not be ignored

I would add that in #2 "account for" means to be accountable/responsible for the information in a Democratic, transparent (not hidden) manner.
