This is an excerpt from "Parks and Recreation", a quote by Tom Haverford from his exchange with Ben:
- Now, I know what you're thinking. "What if it's a cleaner who wants to buy glycol ethers?"
-Ben, stop. This is so boring. This is like listening to a TED talk by the color beige.
What does by mean by "color beige"? Is he referring to Tom's skin color?

Haha, that's funny.
OK, beige (if you don't know the colour- it's like white but a but creamy and with a TINY but of orange) is known as the most boring colour. Its just....Boring. So the man means it is like listening to this very boring colour give a TED Talk (in case you don't know- it's a series of lectures/talks by experts in every topic imaginable).
