The phrase is a bit awkward but it means to feel frustrated and unable to resolve a problem that leaves them confused because of incomplete information. Normally, stew (like boiling) indicates anger. To "stew around" is awkward. As a writer, I would have dropped the word "around". "...all we can do is stew in confusion."
