~하여 is not a single pattern 의거하여 >> 의거하(다) + 어/아 > 의거하여 > 의거해 의거하다 : be based on 어/아 : connecting particle (여 is a variation of 어/아 after 하다 verb) Also, refer to https://www.italki.com/question/268556 자료에 의거하여 결정을 할 수 있다 I can make a decision based on the data.
