Be one - to - watch. what does it mean?

"One to watch" is used in advertisement as, like you say, a strong suggestion that you should see it. It is similar to the idea of "must see tv".
If you are in the dentist office however, "one to watch" would mean a tooth to keep an eye on in case something starts to go wrong in the future.
