Means, you are surprised to see that person there.
It's like saying, Wow, your here! (surprise)

Yes it means "I am very surprised to meet you here!"

It is closest to "I'm surprised to meet you here", but actually, I suspect that it is most often used in a way that means that the meeting was expected. (Sarcastic, friendly, humorous)
