보통has two meanings.
1.normal level of sth.(average level)
2.normal(general or ordinary) frequency or tendency of sth besides, in aspect of time
평상시 means just an ordinary time and 평소 is just exactly the same.
평상시=평소
i dont know why we dont add '-에' on the end of the word 보통, but we never add -에 on 보통.
i hope my answer helps u!
