'Mi sa' significa 'mi sembra', o 'ho l'impressione'. Si usa quando non sei sicuro al 100% di qualcosa, ma credi di avere una buona probabilità di avere ragione.
Esempio:
- Mi sa che non mi ricordo la strada.
- Mi sa che non troverò parcheggio.
- Abbiamo un po' di zucchero a casa? Mi sa di no.
- La pasta è finita? Mi sa di sì.

sa: sapere, Ind. presente, 3 persona singolare,
Examples:
1a) Sa di zucchero = It tastes like sugar
1b) Mi sa di zucchero = To me it tastes like sugar
2) Mi sa che ha sbagliato giorno. = I think that he's got the wrong day
3) Mi sa che saremo in tanti al concorso. = I have reasons to think that ...
4) Mi sa di no.
5) Mi sa di si`.
6) MI sa che non lo so.
The form (1a) is often used, the form(1b) is very rare.
Whenever you see or hear 'mi sa', and you can exclude a context like (1b) please translate like:
'mi sembra che ...', 'It seems quite probable to me that ...'
The form (6) is an intended pun, as 'mi sa' is linked to facts that are not certain, but, in the mind of
the speaker have a good probability of being true.
So 'mi sa che non lo so' is a long way for saying.
I don't know.
Please not that you may answer to a si`/no question with /mi sa/ indicating 'being NOT certain', but you MUST insert /di/ in the answer.

It has the same meaning as "mi sembra ..." o "credo ..." with a somewhat bigger emphasis on the fact that you're convinced you're right (this depends on the intonation though!). However, it is a very colloquial expression, never use it while writing!
