국민 refers to a "citizen" or a "national" of a country. Every year, Americans (or American citizens) on average spend $50 or more on Halloween.
주민 refers to a "resident" or "tenant" in a neighborhood, apartment complex, etc. When repairs are not done properly in the apartment complex, the tenants/residents complain.
시민 refers to a "resident" of a particular city. New York residents welcomed their newly elected mayor.
Hope this helps.
