What does "이왕이면 다홍치마" mean?

Original form is 같은 값이면 다홍치마 = Better a castle of bones than of stones. Literally let's assume you will buy one of two skirts which are same price. One is just plain, and other one is colorful, then people buy colorful skirt(다홍치마) because it is better.
