There's two options.
"If the wind wasn't blowing so hard right now, I would take the boat out for a ride."
This is the Second Conditional, which we use to talk about unreal situations.
You may also say, "If the wind weren't blowing so hard right now, I would take the boat out for a ride."
This is the Subjunctive Mood, which we use to talk about wishful thinking. The difference is that "wind" acts as a plural noun.
