Not usually. If there is a problem with the screen, then it is "flickering".

When people say "stutter", they usually mean "stammer." This sounds like the person is stuck on a sound and cannot seem to get past it to the rest of the word. sometimes they use a different word instead if continuing with the one they started.
Edit: I missed the film display part of the question. I appologize. Yes, as Michael sated, the screen might flicker. We also say it is buffering when the movie stops for a while and starts up again.

是啊,看到别人用,觉得在那个情景下翻译成口吃肯定不对。但是字典找到的类似解释只有“断断续续的响声”,延伸的话觉得应该也可以是“断断续续的画面”
