It means "concentrate on smth", it is used often with negative connotation, for example when one person doesn't understand why the other concentrates on smth so much or so long

Farid, it is slang so it can be used somehwat creatively.
We need _context_.
It can mean many things from "get sleepy" to "fall in love".

From my experience it means something like "to stare at something absent-mindedly" and can be used in different situations:
(when someone in the group is not following the conversation)
- Dude you've been staring at the wall for five minutes are you ok?
- Все ок, я залип просто
or, in the same context but from a different perspective
- ты чего залип?
- я думал о чем-то
it can also be used with someting you are looking at. For example
- Эта девушка такая красивая, я залип (and have been staring at her for some time)
- Я хотел сделать вечером домашнюю работу, но залип на котят в интернете (and i've been looking at pictures of kittens for all evening instead of doing my homework)
