"describe" or "describes"?
I want to ask about which option is correct: "describe" or "describes"?
Marvelous an open mind person. She's curious, appreciates someone else's opinion and loves to express her. Believe me, you'll be impressed by how she describes her vision and how feels the world.

You need the word "describes". Here are a few other suggestions for your paragraph.
A marvellously open-minded person. She's curious, appreciates someone else's opinion and loves to express herself. Believe me, you'll be impressed by how she describes her vision and how feels about the world.

Describes is correct, since she's doing it, and in the precence tense, она это делает в настоящее время.

Marvelous an open mind person. -> Marvelous and open-minded person.
[...] and loves to express her. -> [...] and loves to express herself.
[...] and how feels the world. -> [...] and how she feels the world.
Verbs in third person (i.e. he/she/it) always have an -s at the end, except when "does" is used in the sentence. She/he/it describes. -- Does she/he/it describe?
In all other cases you would use describe, without the -s: I/you/we/they describe. -- Do I/you/we/they describe?
