can we say " I'm too " instead of " Me too " ? I don't know whose answer is correct . maybe different countries speak different English , ok, I'm too = me too. am I right?

Its either "me too" or "I am tired too". "I'm too" doesn't sound quite right though you can still be understood as "me too".

lets try solving your query: when someone says "i am hungry" or "i am tired" your answer may either be "i AM, TOO!" or "Me, too! then, definitely both are correct!

Use "I, too" instead of I'm too. (Eg. I, too have waited for her at the lobby yesterday)
