I agree with Jimmy about the meaning of "En todas partes prohiban fumar", it's an exhortation and I think the better order would be: "Prohiban fumar en todas partes".
The translation of "Smoking is prohibited everywhere" can be:
1. "Fumar está prohibido en todas partes" that seems a comment
2. "Está prohibido fumar en todas partes" that seems more a prohibition
