"Full-blown" means fully developed and complete, as opposed, say, to a trend that was just starting out and not too well-known.
"The two countries had border skirmishes for weeks, but it has recently developed into a full-blown war."

in context it means that trend that they are talking about will become very very popular / widespread in a week's time
