If you are still living Jakarta, Indonesia and are talking about something that happened in the past when you lived there you might say:
I lived in Jakarta, Indonesia during the bad winter of 1988.

Both sentences are correct: I live in Jakarta, Indonesia (if you currently live there, now)
I lived in Jakarta, Indonesia: You did live there, but don't anymore.
