French speakers: How do decide when you meet someone new when to switch from vous to tu?

hey! if the person un front of you is younger than you or a child/teenager : you could say "tu" but if you're not sure ask them!
in other case you always should say "vous", it shows a kind if respect.
If someone is becoming familar to you, you could ask hier/him : "puis-je vous tutoyer"? to ask if you can say "tu" instead if "you"
