Yes, "show up" and "turn up" both mean "appear, arrive" e.g. at an event. A person shows up or turns up at an event. e.g. He always turns up at parties an hour late.
An issue "comes up". It means "arise, occur, emerge" e.g. At the end of the expensive meal, the issue of who would pay for it came up.
