What's the meaning of 'look down on something'?
You follow a steep valley looking right down on the river below -- scary!

In this example, it appears that the person is standing high on a cliff.
They are looking over the edge of the cliff, to a river below.

Further to Chadwick's excellent answer there is another meaning.
If you 'look down' it can mean that you are condescending towards something.
"He looked down at the presents he had been given" means he did not really want them.
