I agree with your answers in both cases.
For number 1, a concrete proposal is an idea or suggestion which has a lot of supporting evidence to indicate that it's a good option. I'm genuinely unsure about what the others could mean.
For number 2, sophisticated dress could mean two things; an actual dress that is suitable for occasions where a woman needs to look sophisticated (perhaps for work). The other meaning is to use 'dress' to mean the outfit as a whole. For example, a dress code might require people to have a 'sophisticated style of dress'.
In number two, sophisticated purse and sophisticated ship are both possible but are less common than option A.
