What does "proper English" mean? Could you elaborate on the meaning of the term "proper"? I guess it means comprehensive or standard but I'm not 100% sure.

"Proper" English is standard English. Non-standard English, by contrast, refers to regional dialects which are characterized by use of particular pronunciation, slang and idioms. Non-standard English is often stigmatized because it is seen as a sign of lack of education.

Probably it means the correctly grammar-ish english for any kind of situation you're dealing with. Use a proper english: use an appropriate english for the situation.
