In both sentences, the meaning of Condemn is to sentence someone. So, people that forget the past are sentenced to repeat it and illness sentences people to a life of misery.

Hey Hazem, how are you, my friend? The idiom ''to condemn (someone) to (something)'' means ''to assign one a particular fate or punishment'' / ''[typically for a judge] to sentence someone to something or to relegate someone to a particular punishment.'' Loosely speaking, if someone is condemned to something, they are forced/destined to experience/endure it. --> Let's check over the sentences you provided, shall we? 1) ''Those who remember the past are not condemned to repeat it'' = it means that those who remember the past are not FORCED TO EXPERIENCE it again. (they are not FORCED TO repeat it). 2) ''Illness condemned her to spend her remainingdays in a home'' = it means that the illness which befell her DESTINED her to spend her remaining days in a home = she unfortunaley succumbed to the illness and was SENTENCED (metaphorically speaking) to spend her remaining days in a home. --> Below you shall find a few other examples for a better understanding: E.g.:''That criminal has been condemned to a life of hard labor.'' E.g.: ''By confessing, he condemned himself to many years in prison.'' E.g.: ''I don't want to condemn you to a life of unpleasantness.'' E.g.: ''She was condemned to death in the end.'' *NOTICE: The verb ''to condemn'' can also have the meaning of ''to criticize as morally wrong or evil'', as in ''Everyone condemned her for being cruel to her child'' - this is not the meaning conveyed within the examples you provided, however.
