Is it correct to say "i capelli sporco biondi"?

no,it's not correct because if you say " sporco" it means that you don't wash your hair eheheh =)
in this case it's better "i capelli biondo spento" (if you want to say that the hair colour is a bit dull) i capelli biondo cenere" (if you want to say that the colour is an arsh blonde)...
