The excerpt is taken from the short story ‘The Short Happy Life of Francis Macomber’ written by Ernest Hemingway.The excerpt: Margot looked at them both and they both saw that she was going to cry. Wilson had seen it coming for a long time and he dreaded it. Macomber was past dreading it. “I wish it hadn’t happened. Oh, I wish it hadn’t happened,” she said and started for her tent. She made no noise of crying but they could see that her shoulders were shaking under the rose-colored, sun-proofed shirt she wore. “Women upset,” said Wilson to the tall man. “Amounts to nothing. Strain on the nerves and one thing’n another.” “No,” said Macomber. “I suppose that I rate that for the rest of my life now.” “Nonsense. Let’s have a spot of the giant killer,” said Wilson. “Forget the whole thing. Nothing to it anyway.” “We might try,” said Macomber. “I won’t forget what you did for me though.” “Nothing,” said Wilson. “All nonsense.”

It means the woman been spoken about. But she is being referred to indirectly. "women upset" = All woman, it is saying she is a typical woman. to run to her tent crying or it might be that she is like that anyway, there is not much foregoing context to get a full picture of the woman's character or emotional sate.

It's a verb, but it has the same meaning as the adjective. To be upset means that you are unhappy, concerned or disappointed. I can't speak for modern British English, but in American English we don't really use it as a verb, we are much more likely to use the adjective. The character is saying that what is happening to the woman now (she is crying, in other words, upset) is something that normally happens with women in general. You could say it as "women get upset," it's something typical for women. The other character is saying this to reassure the other man. He's basically saying something like, "Don't worry too much about this, it's just something that happens with women."
