Lalisoki gave the right answer.
Example: The movie producer took a large risk by hiring an unknown actor to play the leading role in his film.
He had to do take this risk because he lacked the money to hire a well-known actor to play the part.

I think that it means that this person took some risks which we take just when we're obliged.
But I'm not really sure if what I said is correct
