It's more a joke than a language. It replaces standard English displays with lots of common pirate expressions and pronunciation. Pirate speak is more fictional than realistic, and is one of the common cliches you'll find among any kind of pirate type movie or book. For instance, watch any of the recent Pirates movie and you'll notice their distinctive use of English. The language is meant to adapt this language pattern for humor.
