'Best regards' or 'Kind regards'?
Does 'Kind regards' equal to 'Best regards' and can be used at the end of a letter, by any chance?

Yes, they really have the same meaning and can be used to close a letter. I use both frequently.

Both are correct, except, kind regards is used when talking to a superior, while best regards is usually used to sign a letter to an equal.
