No. 却 = but, yet, however, while, nevertheless, even though 而 = and, and so...
"I love cats BUT she doesn't" vs "I love cat AND she doesn't". The nuances are totally different.
they are interchangeable only on a few occasions. 却 always means a turn, 而 sometimes means a small turn, sometimes even not a turn. Think the difference between "but" and "while". so we usually say“ 我喜欢猫,而你喜欢狗”,we don't use"却“. "却” can be used in “我喜欢你,你却不喜欢我”(ps, 而 can be used here either)
