One Spanish question
during my study,I found a sentence:Seniras y senores,bienvenidos a Barcelona.
I know bienvenidos is adj,so why this sentence doesn't have verb?Is this a sentence?can somebody help me this part'grammar?

I can. The verb and noun (you are) is omitted here. It says "you are welcome" but the "are" part is dropped.
