지급하다 vs 지불하다
지급하다 means to provide or to pay with money while 지불하다 generally means pay. However, do they have different usage? Is 지급하다 normally use in conversations or daily lives?

They sound to me like 지급하다 is used to who is in a position of equal or inferior, whereas 지불하다 to who's in a position of equal or superior.
ex) 학교에서 장학금을 학생들에게 지급(O) 지불(X) 했다.
ex) 채무자는 납부기일 내에 남은금액을 지급(X) 지불(O) 하여 변제하도록 할 의무가 있다.
