how to say commune and district in Japanese? (thanks in advance)

I guess your administrative division system is different from that of Japan. So, it might be difficult to tell what Japanese words mean almost the same as "district" and "commune" if I don't know much about your country. Even though, I guess that "district" is similar to Japanese "郡" and "commune" is similar to Japanese "市町村".
