②この駅から出発する電車でなく、この駅に参る電車ですか?

Every railway line in Japan has 上り and 下り.
Usually, 上り means to be bound for a capital. If the line is directly connected to Tokyo st. 上り is easy to say. But in other regions sometimes its difficult to say which direction is 上り even for native Japanese.
You need to check train time tables.

No, it's not. All trains leaving Tokyo are "下り".
