Does the expression above mean that you just relax or literally pull up your stool for cleaning or some other purposes?

I think it's mainly used in the context of 'pull up a stool, sit down, and listen or watch or discuss something for a while'.
The implication is that something will be happening for a while, so you might as well be comfortable.
