the usage of "devolve" "More power is to be devolved to the regional government." I read this sentence from an article. I am wondering that whether "devolve" in this sentence is an intransitive verb or not. I looked it up in the dictionary, and found that it is a transitive verb as well, so can I just say: more power will be devolved to the regional government? which one is more natural in English. Thank you for help.

"More power is to be devolved to the regional government." "More power will be devolved to the regional government" In both examples, 'devolved' is intransitive. Both sentences are natural. An example of 'devolve' being used transitively is: "The parliamentary committee devolved it's powers into smaller subgroups.
